C-SMART
Overview
C-SMART is the Campaign Finance Board’s web-based application for campaigns to disclose their financial activity. By law, all contributions made to a candidate, as well as expenditures and vendor payments made by the candidate/campaign are required to be tracked by New York Campaign Finance board to ensure that proper compliance adhered to.
The current system was designed in a piecemeal fashion over a number years as new laws were created. Each time a new campaign finance law was created, managers at the CFB would have to quickly design and build new functionality to comply with the new laws.
Over time as the C-Smart system grew, many parts of it functionality were no longer seamlessly integrated. Furthermore, the frontend designs were outdated and obsolete compared to the new frameworks that were currently available.
Business Goals
Prior to beginning any initial user experience design activities, the first step was to interview all the key stakeholders to document what the real or perceived pain points were and what the project goals were. The follow items were agreed upon as being the most important goals of the project.
